My take:

‘Unconscious bias’ is more often unacknowledged bias.

That remains buried. Willfully.

There is a strong disincentive, at least white people feel there’s a strong disincentive, to do the necessary excavation.

It’s quite handy. If it’s unconscious, and you never do the work, then the biases remain buried, and you never have to take responsibility for confronting them and dismantling them.

Which is why we do the work here. Relentlessly. Resiliently. Reliably.
